Sir:-
I immediately, on receipt of your Telegram of
November 9th last, addressed enquiries, in accordance
with your instructions, to the Mexican Government as
to the amount of opium imported into this country,
their estimated annual requirements thereof, and whether
they were prepared to take steps to prevent its im-
portation in accordance with the Convention of 1912.
A few days previously, in compliance with a Des-
patch I had received from the Governor of HongKong,
had addressed to them another Note suggesting an
arrangement by which it might be possible to check
the import of opium, and making enquiries on other
points.

I have repeatedly brought the matter to the atten-
tion of the Mexican Government but have only succeeded
at last, in eliciting from them the figures for the
import of opium for the last five years which are
